What parts are needed for assemble the arm to the spar pivot tube? 2 BUSHING Hook Do I need the other half of the arm that connect the arm to pivot? Regards

As long as the other components of your Thule T2 Classic # TH9044 is in good shape you will only need the Replacement Non Locking Ratchet Arm # 753357902.
There will be two bolts holding the arm to the bearing clamp shell, and once those are removed the arm can lift up and the hooks will disengage from the bearing clamp shell. To install the arm you will engage the hooks, then replace the bolts you removed.
