As a rule of thumb for any altitude over 4000ft high, a gas tankless unit will lose 4% of its BTU for every 1,000ft above this height. To troubleshoot this issue you can replace the orifice with a smaller one to keep the oxygen to gas ratio correct to produce a strong blue flame.
