Does Solera 20 Foot White Fade RV Awning Roller and Fabric Come Ready to Attach to Arms

So if I understand right, this comes with the roller with springs inside for a manual roll up ? I would only need to attach it to the side arms and top of camper ? Assuming springs are all pre loaded.

Yes, you do have it right concerning the Solera 20' White Fade RV Awning Roller and Fabric # LCV000211523.
It comes with the roller, and is able to be used as a manual awning as you would then attach it to your rail and arms, such as the Solera Universal Awning Support Arms - White # LC434728 or Black # LC434727.
