Can you purchase this without the shocks?

The Roadmaster Comfort Ride Leaf Spring Suspension Kit - Tandem 7K Trailer Axles part # RM-2460-2570 comes with shock absorbers as they are required for this suspension system in order to work properly. The leaf spring portion themselves are not available separately.
