Does this wheel include the sleeve and bolt?

The Dutton-Lainson 6 inch replacement wheel part # DL22440 comes with a 3/8 diameter bolt and nut. This wheel is intended to ride on the shoulder portion of the bolt, therefore no sleeve is included. This product is designed for Dutton-Lainson jacks up to 1,000 pounds capacity.

I have included a picture that shows the hardware included.
