Hello, please I wanted to know which bike rack would fit my radrunner plus bike. It weighs about 70 pounds, and I drive a 2013 Volkswagen Passat.

I do have an option to carry your 74.3lb Rad E-Bike with your 2013 Volkswagen Passat, but you the only trailer hitch receiver compatible with a bike rack rated high enough is the EcoHitch Hidden Trailer Hitch Receiver - Custom Fit - 2" # 306-X7317 so first things first you will need to install this hitch. At this time this is the only trailer hitch receiver available for your vehicle that is not a class I hitch, and since there are no class I compatible bike racks with a 70+lb bike that is why you need this specific hitch.
With the EcoHitch installed you will be able to use the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # HLY84FR which will fit your new trailer hitch receiver and has an 80lb weight capacity, but will not be able to be folded up on your specific vehicle as it would contact the rear bumper.
Now since your Rad Runner Plus has a step through frame you will need the Hollywood Racks Bike Frame Adapter Bar # HRBA-PRO which installs between the seat post and the handle bars, and gives you a location for the bike rack arms to secure the bike.
