Can The Malone Runway # MPG2142 Arms Fold Down?

Question:

I purchased this bike rack. I can not figure out how to fold the arms down when not in use. When i loosen the screw that locks it up the whole piece pops off. What am I doing wrong?

You're not doing anything wrong. The arm where the bikes rest are one with the top tube that touches the top of your trunk. The Malone Runway # MPG2142 cannot fold down when not in use.
