Does Fulton make a kit to move the crank handle to the other side? Can this be accomplished?

I have a replacement winch option for you, but there is not a way to move the handle on the Fulton High-Performance Brake Winch - Cable Only - 2,500 lbs # F143201 you were looking at from the right to the left side.
Instead you will need to get a winch that is capable of this. I recommend the Fulton F2 Fully Enclosed Trailer Winch with Adjustable Handle - 2,000 lbs # FW20000301 which has a handle which can be mounted on either the left or right side, has the highest ratings of a left hand winch at 2000lbs, and includes a strap with the winch.
