How Many Friction Discs Does a Fulton Winch Use

Question:
I have a Fulton brake wench. It says 1500/700 on it. It is on a Terex AL-4 light plant. The wench is used on this light plant to raise and lower the light mass. Wench has friction discs on the inside of the drum. There are supposed to be a set of friction discs on the outside of the drum on the crankshaft in between the 2 lock nuts, correct? Thanks,

The Fulton winches that have friction discs like what you have only use two so what you have is normal.
