One option to avoid installing a crossbar system is to use your spare-tire mount in order to use a bike rack. For this route, I recommend the Malone Runway Spare Tire Bike Rack for 3 Bikes - Adjustable Arms # MPG2148. The Runway Spare Tire Rack for 3 bikes has a maximum weight capacity of 33-pounds per bike. In order for the Malone Runway Spare Tire Rack to fit on your 1998 Rockwood pop-up camper, the width of the tire needs to be between 8 and 10-1/2 inches wide.

For heavier bikes, a crossbar system is the way to go. I recommend the Swagman Roamer LT Roof Rack for Pop-Up Campers and Camper Shells - Steel - 7' Long - 150 lbs # S80510. The Roamer LT includes 2 Square crossbars that work with most clamp-on accessories such as bike, kayak, ski and cargo carriers.
