Could the RTC18 tracks be mounted flush to the top of a 2015 Dodge Grand Caravan. I measured 78 inch of near flat length on the top of my vehicle which is why I am interested in the 71 inch tracks to get as much usable length as possible. From what I read the RTC is meant to mount to fiberglass, could I order hardware to mount to sheet metal roof separate? Or is there a better recommendation? Thanks

Really good questions, and the # RTC18 tracks you mentioned are more for hard tonneaus and camper shells, which are fiberglass, so I recommend going a different direction for your 2015 Dodge Grand Caravan. The better option that is designed to mount on vehicles with naked roofs is a rivet-mounted track system:
- Rhino-Rack RT-Style Roof Rack Tracks - Rivet Mount - 74" Long # RRRTV188
These tracks are 74 inches long so you will get even more usable length, and install with rivets; I have added a link below to the installation instructions for you of these tracks. The rivets will give a more secure mount to the tracks on your Grand Caravan, which is why I recommend going with this option over the T-bolt mount of the other tracks.
Then to complete the set up on your Grand Caravan you will need the foot pack and the right length of crossbar, which just depends on how far apart you plan on mounting the tracks:
