can this bike rack be used on the back of a fifth wheel? if not why not?

At the back of an RV the ride quality is much rougher than at the rear of a vehicle since the suspension isn't as sophisticated and the distance between the rear axle and the rear of the vehicle is much longer. So that's why the Thule EasyFold XT part # TH903202 is not rated for that rougher ride quality. So instead a great option would be the Hollywood Racks RV Rider # HLY64FR.
