How can I determine maximum length of strap from hook to hook? They say 7 ft or 9 ft but that includes soft loop

I reached out to my contact at ShockStrap and the maximum length of the ShockStrap Ratchet Tie-Down Straps w Shock Absorbers - 2" x 9' - 2,000 lbs - Qty 2 # 297-9RSDB is right at 9', and the minimum length is 29".
