What would keep a trailer thief from just ordering each of the different key numbers and be able to easily open any of the coupler locks you manufacture?

I suppose nothing is stopping a thief from ordering the Fastway Universal Coupler Lock for 1-7/8", 2" and 2-5/16" Couplers - Key 320 # FA86-0015-320.
That said, it seems pretty impractical and slow in practice to carry the keys, then find a trailer with this coupler, and go through each key to find what unlocks it. Realistically, a thief is almost certainly more likely to move on to a trailer with no lock at all as it would just be far quicker and less risky.
