When flat towing a vehicle you'll never want to lock the steering wheel. Since you'll have all four wheels on the ground they'll need to be able to turn to so that they don't just drag and destroy your tire treads when making turns. If you were dolly towing your vehicle then you would want to lock the steering wheel. Also, you shouldn't really ever back up while flat towing your vehicle.
