Question:
Are four CE 10052-32G bracket strong enough to support a 20ft pontoon boat with a 60hp outboard? I only have two cross members to mount to. The crossmembers measure 2inch wide by 4inch deep. It looks like according to your questions and answers you are recommending more, is that correct?

The CE Smith Bolster Bracket for Pontoon Boat Trailers part # CE10052-32G don't have a listed weight capacity. Therefore, it will be up to the installer to determine suitability. That said, a general rule for pontoon boats is to have at least four supports per side.
In regards to securing the brackets, you can either drill directly into the crossmember or use some sort of u-bolt.
