Using SnapPad Jack Pads On An Andersen Block

can the rv snap pads be attached to the bottom of a andersen block?

As long as your Andersen Blocks are 9" in diameter and have a lip of around 1/8" you should be fine using the SnapPad XTRA Jack Pads for Lippert Leveling Systems w/ 9" Round Jack Feet - Qty 4 Item # SP54FR4. If you have issues keeping them attached SnapPad also recommends using 1/4" thick bolts with nylon nuts to bolt the SnapPads to jack feet so you could do the same with the blocks.
