Will this adapter bar work with the HLY74fr bike rack I just ordered from you and fit on my RadRover step-through bike with is really heavy...

The weight capacity of the Sportrack bike frame adapter part # SR0500 is 35 lbs which is the highest capacity adapter bar out there. The Hollywood Racks e-bike rack part # HLY74FR would not require an adapter bar as the hooks of the rack can come down lower for step thru bike frames like you mentioned.
