You sure can!
There is nothing wrong with installing a vehicle wiring harness on your 2019 Dodge Grand Caravan before installing the trailer hitch receiver.
For a vehicle wiring harness I recommend the Curt T-Connector Vehicle Wiring Harness # C56331 if you have not already picked one up, and for a trailer hitch receiver I recommend the # e98854 if you have not already made a decision.
