Question:
I need to replace a Tie Down 70LC

We have exactly what you are looking for.
Based on my research your Tie Down 70LC has a 7000lb rating and uses a 2" hitch ball.
If your trailer has drum brakes I recommend the Titan Zinc-Plated Brake Actuator - Drum - Multi-Fit Ball - Bolt On - 7,000 lbs # T43397007K and if you have disc brakes I recommend the # DM62VR instead.
Both of these options will bolt on to your 3" wide channel tongue.
The # DM62VR includes and electric lockout solenoid but the # T43397007K does not. You can add one using the # T4748800.
I included videos of the products mentioned for you to take a look at.
