Is Metal Pin of Curt Hitch Lock # C48CR Difficult to Cut

Question:
How strong is the rod that goes through the hitch latch? What keeps it from being cut, thereby allowing the latch being opened and the ball removed, freeing the hitch to be used?

The pin of the Curt lock part # C48CR is steel which is a harder metal to cut, but if a thief had enough time and tools handy they could probably cut through it. But theft deterrents really are only going to be effective at stopping the casual thief.
