The closest wheel center caps we have to 2-3/4" is the Americana Trailer Wheel Center Cap - Chrome Plated - 2.80" to 2.84" Pilot # AM90113. This is for 2.80" - 2.84" diameter hole and it fits 12" or 13" wheels. If you measure again and you in fact have a 2-3/4" hole then this likely won't work for you and you will want to contact the manufacturer of the wheel to determine if you can get wheel center caps.

90-95 ft lbs of torque is probably about right for your trailer rims. If you check out the lug nut torque chart that I attached you will see that nearly all of the torque specs are that and higher.
