To install the 3 inch grommet part # F02-2106 you'd need to drill a hole that is 3-3/4 inches in diameter. The 1-1/2 inch grommet part # F02-2105 requires a 2-1/4 inch diameter hole.

Your expert is wrong. Assuming these grommets are ICON or a copy, for a 1.5" grommet use a 2 I/4" holesaw. For a 3" grommet use need a 3 3/4" holesaw.
