The description of TH54RR states that it is adjustable height some of the pictures show it as fixed height below the cab level. I need a Thule rack, preferably 600 lb capacity, that will allow long loads to go over the cab of my 2020 short 5.5ft bed Silverado 1500 Trail Boss.

I have a solution for you.
First, though, the Thule Xsporter Pro Shift Overland, part # TH54RR, is in fact a fixed rack. I've had this updated.
For an adjustable one, I recommend the Yakima OverHaul HD, part # Y01151-59. It has a 500-lb capacity (the highest capacity of adjustable racks for your 2020 Chevrolet Silverado 1500).
