Yes, they sure are; with the exception that one comes with four total hooks (two long and two short) and one comes with two hooks (one long and one short) the Swagman replacement hooks are indeed the same:
- 4 Hooks: Replacement Long and Short Hooks # SP429
- 2 Hooks: Replacement Locking Long and Short Hooks # SP428
