I have a 2017 Toyota Tundra with air bags already installed on the rear leaf springs. Can this be used with the air bags?

While this has not been tested, since the air helper springs for your 2017 Toyota Tundra like the Air Lift LoadLifter 5000 Ultimate Air Helper Springs with Internal Jounce Bumpers - Rear Axle # AL88299 mount on the leaf spring pack and add a bracket to the top of the leaf spring, it is unlikely that the RoadActive Suspension Custom Leaf Spring Enhancement Kit - Heavy Duty # RAS34FR you were looking at will fit.
With that said if your Tundra has lower overload springs you can add the TorkLift StableLoad Suspension Upgrade w Quick-Disconnect - Lower Overload Springs - Stainless Steel # TLA7311S which will work perfectly with an air helper spring kit.
