For carrying a wheelchair on the back of your 2016 Subaru Outback, I definitely suggest going with a 2 inch receiver. They will offer the best weight capacity and available options for cargo carriers. The etrailer.com # e98847 has a towing capacity of 4,000 pounds and a tongue weight capacity of 600 pounds. The Tongue weight is what is going to apply to your situation as that will be the weight capacity for carriers and bike racks.

If you do not already have the cargo carrier for the wheelchair, the Flint Hill Goods 30" x 50" Wheelchair Carrier w/ 48" Ramp - 2" Hitch # FHG77ZR is a great option. With its 48-inch ramp and 500-pound capacity, it is suited very nicely for your needs. It should be noted, however, that the inside dimensions are 48 inches long by 28 inches wide, so you would want to measure the outside of the wheels front to back and side to side to make sure it will fit.

With all that being said, however, you will want to check your owner's manual to make sure the tongue weight can be handled. A lot of the Outback models do only have a 200-pound tongue weight, which would make carrying a cargo carrier not a great idea. If you do have one of the lower weight models, the best thing to do will be to get a small trailer to tow behind your vehicle.
