Does Using a Hitch Expander Reduce the Hitch's Tongue Weight

Question:
I need a 1 1/4 to 2inch receiver expander to carry my ebikes on the back of my trailer. They bikes and rack weigh a combined 130# which is the exact weight capacity rating of my trailers hitch. But the descriptions point out that the capacities are reduced by 50 when using these expanders. Do this rule apply to carrying weight as well as towing, or does this apply primarily to the towing capacities?

Using a hitch expander like the Brophy Adapter, part # HTAD, does in fact reduce your tongue weight rating (carrying capacity) by 50%.
The only thing you can do is upgrade your receiver to a hitch with a 2" receiver and higher capacity (assuming your trailer is rated for more). I recommend the Curt Adjustable Hitch, part # C13701. It adjusts between 18" and 51" and has a 2" receiver with a tongue weight capacity of 300 pounds.
I've linked to a video review of this.
