Does Steering Wheel of 2006 Jeep Liberty Need to be Unlocked to Flat Tow it

I have a 2006 jeep liberty and flat towing behind motorhome. I installed the brake light relay since the jeep would overide the turn signal with the brake light. However what about the steerinng doesnt it lock when ignition is off?

When flat towing your 2006 Jeep Liberty with a base plate kit like the Roadmaster part # RM-521423-4 that you referenced if you follow the flat towing procedure that's outlined in the owners manual the steering wheel would be unlocked like it would need to be.
