CAN I USE THE FULTON F2 SWIVEL JACK ON A 2 X 3 INCH TONGUE BY PURCHASING DIFFERENT MOUNTING U BRACKETS? THE SPECS SAY ONLY 3X3 AND 3X5 INCH TONGUE. I HAVE A 2X3 INCH TONGUE

The problem with trying to mount the Fulton F2 # F1413040134 on a 2x3 trailer frame is that the u-bolts do not have enough threads on them to draw the jack tight. If you can locate the appropriate u-bolts, you can by all means use them. You would need a u-bolt with a 3-1/2 inch span, center to center with legs no longer than 3 inches.
Your best bet would be a weld-on model like # F1413060334.
