I tried posting a reply on the etrailer website, but in case it doesn't get to you, here is a response to your question - With the vehicle on the ground and unloaded, there is some variation between coils, but on average there is 1-1/16" gap between springs. If you had any suggestions for a product that might work for me it would be appreciated.

I have a different option for you, but while you are correct that the # CSS-1168F is a confirmed fit for your 2016 Toyota Highlander Front Wheel Drive it is designed for the front suspension and would not help while towing a travel trailer.
While there is not a confirmed suspension enhancement option for the rear of your Highlander, if you can measure the distance between the coil springs on the rear of your vehicle I would be happy to see if there is a option that will fit. You will want to have the vehicle on the ground as normal when taking this measurement.
