Can the CargoSmart Board Holder Be Adjusted Without Removing the Boards

So to make this fully adjustable using 2x4s it looks like you have to cut the wood short so that you can access the small tab located at the back of the bracket??

In regards to the CargoSmart Board Holder part # 348892, you'll need to remove the board completely to adjust the brackets. The brackets need to come out away from the track in order to change positions. It's not required that you screw the boards to the bracket. If you were going to frequently adjust the brackets then I would not use screws.
I suppose it is possibly to try and cut the boards shorter to adjust the brackets without removing the boards but I really don't have much advice on this unfortunately as it's not something we've tried.
