Does Curt Bike Rack Require Stabilizer Strap Plus Locking Hitch Pin Solution

Question:

After much research I am pretty certain I have narrowed my search to: Curt 2 Bike Platform Rack - 1-1/4 and 2 Hitches - Frame Mount - Tilting Item # C18085. But, before I purchase can you answer two questions? In your promo material, I have seen a tether to the roof. Is that needed for this rack? Loaded I expect to be at just under 90 lbs. And do you have/can you recommend a hitch lock that is a seamless fit for this rack?

At one point some Curt trailer hitches required the use of a stabilizer strap when carrying a non-supported load like a hitch bike rack but they recently got rid of that requirement so it's not needed.

For a locking anti-rattle hitch pin the SportRack part # SR0901 has been tested by us and confirmed as a fit so it would be a great solution.
