To install an above bed Valley Fifth Wheel hitch on your 2013 Ford F-250 Super Duty Short Bed I would recommend to use the Reese Fifth Wheel Installation Kit, part # RP50026-58. This is a custom install kit which will minimize the drilling and measuring and cut the install time in half compared to a universal installation kit.
I am including a link to the installation instructions on the Reese kit.
The Reese installation kit includes base rails and custom mounting brackets and will accept Curt, Draw-Tite, Hidden Hitch, Reese, Valley and Husky above bed fifth wheel hitches.
You will need to make sure that you will be using a slider fifth wheel hitch on the F-250 short bed truck. A slider hitch is needed to give you the necessary turning clearance between the truck cab and the front of your fifth wheel. I am including a link to a FAQ page on fifth wheel trailer hitch information that will describe using a slider hitch.
