Question:
I am looking to purchase a hitch set-up to weld to the rear of a 2009 Jayco Designer fifth-wheel trailer. I purchased a Can am side-by-side that weighs 1600 lbs. and will be loaded in a 7 X 12foot tandem axle utility trailer 1500 lbs.. Is the C13701 hitch able to handle that configuration safely?

It looks like the combined weight of your trailer and Can Am is 3100 pounds.
The Curt Adjustable Trailer Hitch Receive, part # C13701, has a maximum towing capacity of 5000 pounds (6000 with a weight distribution system).
There should be no problem with this setup. Of course, you need to check your owner's manual to ensure that your 2009 Jayco Designer Fifth Wheel can handle that weight.
You also need to check your state's regulations to see if they allow towing something behind a fifth wheel as many will not allow this.
I've linked to a video of the Curt hitch for your reference.
