For your 2021 Toyota Highlander Hybrid XLE AWD I recommend the Yakima RidgeBack 4 Bike Rack - 1-1/4" and 2" Hitches # Y02458 which will be able to carry 4 bikes weighing a combined total of 150lbs, and has the tilt away feature you are looking for. The Yakima # Y02458 uses 3 points of contact to act as anti sway cradles to keep your bikes from moving while you are driving down the road, and will prevent bike to bike contact.

Adding the Yakima HandCuff Cable Lock # Y02466 will allow you to secure your bikes to the rack, and the lock on the speed knob will secure the rack to your vehicles trailer hitch receiver.

If you would prefer a swing away option I recommend the Yakima FullSwing 4 Bike Rack # Y02465 for 2" hitches that can also carry 4 bikes but has an increased capacity of 40lbs per bike totaling 160lbs. The swinging feature of the Yakima # Y02465 will provide easy access to the rear cargo area of your Highlander, and it utilizes the same 3 point of contact anti sway cradles to prevent your bikes from moving and preventing bike to bike contact. You wont need to purchase a cable lock separately as this rack comes with one.
