I have an 2018 Airstream Bambi and I need to be able to position it a foot or two. I have a level, blueststone gravel driveway. Will the RA20 work on gravel?

Yes. The tires on the Rack'em Trailer Dolly # RA20 are large enough that you will be able to move the trailer around without issues, especially just a short distance.
If you need something to move longer distances then I would recommend using something like the Trailer Valet XL Trailer Dolly with Chain Drive - 2" Hitch Ball - 10,000 lbs GTW # TVXL2 because it's got solid wheels with deep treads that are going to allow for easier maneuvering on loose gravel.
