Can you place a third fork mount on this carrier?

The Swagman truck bed bike rack # S64702 is only designed for 2 bikes so a third cannot be added. But we do have a similar rack on which you can add another bike. Take a look at the Thule Bed-Rider, # TH822XTR. It comes with 2 fork mounts but you can add another using # THBRLB2. I have included links to a video review and the instructions for you.
