Can you place 60 inch rails on a 2017 Subaru Forester with raised rails. Thinking it be nice to have the extra length for attaching items

You can certainly use a 60 inch long crossbar such as the Yakima # Y00426 JetStream. In order to attach the crossbar to your current roof rails, you'll also need the # Y33TR Yakima TimberLine towers.
If you click the provided link, you can see a similar rack (same roof rack with 50 inch crossbars) being installed on a 2017 Forester like yours.
