I have a 2013 toyota camry with a sunroof. is it ok to install roof rails with the sun roof?

You can definetly install a roof rack system onto your 2013 Toyota Camry with a sunroof. I recommend the Yakima Roof Rack System which consists of four items. Yakima CoreBarCrossbars # Y00421, Yakima BaseLine Towers # Y28TR, Fit Kit # Y06119 and Fit Kit # Y06125.

This system will allow you to carry multiple accessories like cargo carriers, kayak carriers, and bike racks on the roof of your vehicle and using the Yakima Same Key System Lock Cores # Y07204 will lock the roof rack to your vehicle for additional security. Yakima does advise that you will not be able to open the sunroof of your vehicle with the roof rack system installed to avoid damage, but also most customers avoid opening the sunroof anyways due to the very loud wind noise of the crossbars that you will notice with the sunroof open.
