Can I use this mount for duel 20lb tanks as well?

For your 20 lb tanks you want to use the kit # 37220BL instead of part # 37230BL that you referenced. The only difference between these kits is the length of the threaded rod that the hold down bar and wingnut attached to. The shorter one is used for 20 lb tanks while the larger is for 30 lb tanks.
If you want the option to swap between tank sizes then you can get the 30 lb kit # 37230BL and then also get the shorter threaded rod # 37207-30515.
