Factory roof rack crossbars on my KIA Telluride are 24” apart. Is this adequate for transporting a 13’ kayak?

That would be dependent on the carrier used, some have a minimum/maximum crossbar spread as well as a minimum/maximum kayak length. The Yakima JayLow Kayak Carrier part # Y04073 for example has a 24" minimum crossbar spread and no max kayak length so this will work well for your setup.
