The only wires I have been able to find on my truck also control signal lights, since brake and signal lights run off the same wire. My tow truck is a 2007 IH 4300.

We may have a solution for you.
To wire a brake controller on your 2007 International Trucks 4300 Series, you need to wire the controller's red wire to the stop light circuit. If the only wire you've found for brake lights is tied to the turn signal lights, then that wire cannot be used. The reason is that the turn signals, once engaged, would activate the brakes.
There may be a brake switch circuit that is sometimes abbreviated as the CHMSL circuit. Use a tester like part # PTW2993 to ensure that you've found the circuit that only activates with the brakes (and not when the turn signals are engaged).
