When I drive the truck and 5th wheel at night - everyone is flashing their lights at me - like I should flip off the hi beams. Problem is I don’t have them on. Is this a sign that I need to raise my 5th wheel hitch higher ?

It most likely indicates your rear suspension is sagging due to the pin weight of your fifth wheel trailer. When the rear suspension of a vehicle sags the headlights end up angling up since the vehicle is no longer level. Rear suspension enhancement would be what you need to get rid of the sag.
For suspension enhancement the RAS kits like the part # RAS3611-SLHD (if you have a dually) or # RAS3611-S (for a non-dually) would be your best option. These kits provide the suspension support needed without affecting the ride quality like other options and also improve handling.
