We need just the cable to lock bikes to the hitch lock. We already have the lock that threads thru the hitch but not the cable. Can we buy just the cable and if so what is that part # and cost?

Yes, the cable lock for the Swagman XC 2-Bike Rack Platform Style part # S64650 can be purchased separately using the Replacement Cable for Swagman Bike Rack and Hitch Locks part # S2005 which is designed to be used with the Locking Anti-Rattle, Threaded Hitch Pin for Swagman Hitch Racks part # S64029.
