I want to use this hitch for a bike rack. Is this what you recommend or is there something better for what I need it for?

The Curt Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4" Item # C11317 is going to be the easiest to install out of the two hitches available for your 2013 Subaru Impreza WRX Sedan. The second hith is the EcoHitch Invisi Trailer Hitch Receiver - Custom Fit - 2" Item # 306-X7279 which requires the rear fascia to be removed to install.
The Curt has a maximum tongue weight of 200 lbs while the EcoHitch has a 300lb maximum tongue weight. Both have a 2000lb gross towing capacity. You want to make sure you check the owners manual of the vehicle and not exceed the vehicles gross towing capacity. Also keep in mind you are limited to using not more than a two bike bike rack.
If you are looking for a good rack I recommend the Thule Roadway 2 Bike Rack - 1-1/4" and 2" Hitches - Tilting Item # TH9058. This rack is a tilt away rack as well as a fold up. Has anti sway cradles for less bike movement to prevent bike to bike contact. It comes with a hitch adapter that allows the bike rack to be installed on 1-1/4" hitches and 2" hitches and has a built in anti rattle pin to reduce the movement of the bike rack while inside the hitch receiver tube.
If you would like to lock the bike rack to your hitch I recommend the Thule Snug Tite Hitch Lock and Anti-Rattle Device Item # THSTL2.
