With the mirrors attached, can they still be folded in with the power feature of the stock mirrors?

You will definitely still be able to use the power folding feature on the stock mirrors of your 2004 GMC Sierra when you are using the K-Source Snap & Zap Custom Towing Mirrors # KS80800.
There won't be any interference with that option, as the towing mirrors will just snap on to the backside of your stock mirrors and allow them to otherwise retain their full functionality.
