How far should the trailer hitch ball extend out from the bumper. shaft leangth ? I have a 3000 lb hitch system. I had to go to an extended shaft but it brings the ball out to about 14 inches from the bumper and I am wanting to drill a new pin hole to bring it in to the best leangth.

You will not want to drill any holes in the ball mount shank or the hitch itself. This will void the warranty and it can weaken the metal and make the capacity unknown. The best thing you can do is get a ball mount that has the length you need. There is no set length it has to be. Provided that it clears the rear of the vehicle and is not excessively extended (varies depending on the vehicle, hitch, and tongue weight of trailer) you can use a 14 inch long ball mount.
For the Class III trailer hitches we have for your 2013 Subaru Outback, the recommended ball mount is # D-4 and a Hitch Pin and Clip item # PC3. It measures 10-1/4 inches from the center of the hitch pin hole to the center of the ball hole.
For the Class II hitches with a 1-1/4 inch receiver we recommend ball mount # 36051 which measures 7 inches from pin hole to ball hole. I have included a link to an FAQ article on choosing the right ball mount for you to view.
