I have an older 2000 Fleetwood Discovery Motor-home with a 216inch manual awning Dometic 9000. Will this conversion kit work on this awning? Does it use the existing awning arms?

I have a solution for you, but the Solera # LC329250 will not work for this application. Instead, to convert your Dometic manual awning to a power unit, you'll need the Solera 12V Conversion Kit if you have a manual crank system; these are available in either Black # LC434723 or White # LC434724. These kits come with new awning arms, which would be required for you to make the conversion.
These Solera kits are compatible with Dometic (A&E) awnings like what you have. All of the necessary hardware is included.
