Can I put 4.8-12 tires on rims that currently have 4.8-8 tires? Or do I need new rims?

The numbers at the end of the two trailer tire sizes you mentioned are the wheel size they are intended to fit so what you are wanting to do is not possible. The size 4.8-12 is for a 12 inch wheel and the 4.8-8 is for an 8 inch wheel.
So to go to the 4.8-12 size you'd need a wheel and tire combo like the part # AM30670 for if you have a 5 lug bolt pattern or # AM30630 for if you have a 4 lug bolt pattern.
